...suspect that some people jumped on the first prompts they liked in order to get their first choice instead of reading all the way through.

I ALWAYS read the entire prompt list and make a list of ALL the ones I like. Then I wait until near the end so that other people can do the job of weeding my list for me by claiming some of them. This year that got me from 18 down to six, and I ended up with a prompt down near the very end.
